Canada Canadian Opposition Unites Against Corporate Tax Cut Opposition parties in Canada have voted in support of a motion that will partially reverse the programme of corporate tax cuts taking place in Canada. EU Netherlands Urges EC To Expedite EU VAT Refunds During a recent working visit of European Commissioner Semeta to Rotterdam, Dutch State Secretary of Finance Frans Weekers called for action to be taken to expedite the slow processing of European Union value-added tax refunds to Dutch entrepreneurs. Semeta To Propose Common EU Tax Base European Commissioner for Taxation Algirdas Šemeta has said that proposals for a common consolidated corporate tax base for firms operating in the European Union are imminent. EU Takes Issue With Jersey's Tax Regime The European Union Council’s High Level Working Party has met to consider Jersey’s zero-ten corporate tax regime and has confirmed the earlier findings of the Code Group that the combination of the Deemed Distribution rules and zero-ten does give rise to harmful effects. Fiat's Polish Tax Break Under EU Scrutiny The European Commission has opened a formal investigation under EU state aid rules into Polish plans to grant aid towards a project by the Fiat group to produce a new generation of petrol engines in the Silesia region. UK Study Highlights Tax On UK Charity Sector The Charity Tax Group, a body set up to make representations to the UK Government on charity taxation, has published a Charity Tax Map – a detailed study outlining the impact of taxation on the charitable sector. UK Hikes Bank Levy Chancellor of the Exchequer George Osborne has announced an increase in the rate of the bank levy to be charged in 2011. This change will increase the revenue from the levy in 2011 by GBP800m to GBP2.5bn. The levy is also to be made permanent. UK Proposes Loan Guarantee For TCI The UK government has announced that as part of its temporary control of the Turks and Caicos Islands – triggered by allegations of systemic corruption - it will provide a loan guarantee of up to USD260m to enable the stand-in government to repair its tattered finances. UK Strengthens HMRC's Excise Tax Powers HM Revenue and Customs has reminded traders that new legislation to enter into force in the UK on April 1, 2011, will strengthen the tax authority's powers to tackle and investigate excise tax fraud, with the aim of protecting legitimate businesses and state coffers. IRS Introduces Offshore Disclosure Initiative The United States Internal Revenue Service has announced another special voluntary disclosure initiative designed, it is said, to help people with undisclosed income from offshore accounts back into the US tax system. US House Holds Hearing On IRS Reporting Rule The United States House of Representatives Small Business Committee held its first hearing on the repeal of the requirement for businesses to file 1099 forms that would report payments made for goods and certain services to the Internal Revenue Service. US To Resolve Issues In Colombia, Panama FTAs In his first-ever testimony to the Ways and Means Committee of the House of Representatives on February 9, United States Trade Representative Ron Kirk has stressed that the government is attempting to resolve the problems it sees within the pending free trade agreements with Colombia and Panama. US Fails On Effective Corporate Taxes A new report by the American Enterprise Institute for Public Policy Research has pointed out that, while, at 35%, the United States’ statutory federal corporate tax rate is the highest among all the countries in the Organization for Economic Cooperation and Development, it is more important that the US also has higher-than-average effective average and effective marginal tax rates.
